Born in Burley, Idaho, Douglas earned a BFA degree in painting, drawing, and art education (with a minor in music) at Boise State University in 1976. Going on to Utah State University for an MFA in painting, printmaking, and drawing (1982), Douglas has also studied audio-visual techniques at U.S.U. He is gallery director and teaches at the Brigham City Museum in northern Utah.
