Lewis Ramsey was born in Bridgeport, Illinois and moved to Utah with his family in 1887. In 1892 he left to study at the Art Institute of Chicago and then trained in Boston and New York. During that time, he studied with Douglas Volk, a pupil of John Singer Sargent. Following another short period in Utah, Ramsey again left to pursue training at the Académie Julian in Paris. Ramsey returned to Utah in 1903 where he remained until about 1930, doing mostly portrait and other commissioned artwork for the L.D. S. Church. From 1930 until his death in 1941, he lived and worked in Hollywood.
