Born in Nottingham, England Watkins emigrated to Utah in 1970 after joining the LDS Church. She studied at Nottingham College of art and later taught there as well. Watkins became an illustrator and easel painter, exhibiting at the Royal Society of British Artists, the Royal Institute of Painters in Watercolor, the Nottingham Society of Artists, and the Springville Museum of Art, among others.
